Shopify International Expansion and Market Entry Strategy
Brands often pick their first overseas market by instinct: a founder’s travels, a competitor’s launch, a burst of orders from one country during a sale. Sometimes the instinct is right. Often the store’s own numbers point to a market that’s cheaper to serve.
Shopify international expansion help starts before anything gets configured. A consultant works out which country to enter first, what it costs to land an order there, how prices and positioning should change, and how to test demand before committing stock, staff or a local entity. Cultural adaptation belongs here too: sizing, imagery, tone of voice and the sales calendar.
Configuring the result in Shopify is a different job, handled by Markets and localisation setup specialists. Translation and tax registration sit with other specialists too.
Send the consultants you shortlist below a note on where today’s international orders come from and which countries you’re weighing.

Hiring an international expansion consultant: what to check
Hire for the country decision. A market entry consultant should tell you which country to try first and why, using your numbers. A first proposal that quotes for setting up several markets is a setup project: useful later, but not the decision you came for.
Ask what data they’ll want from you. Expect a specific list: orders and sessions by country from Shopify analytics, email sign-ups by location, shipping cost and delivery time per destination, and return rates on past international orders. A consultant who doesn’t ask will build the case from market-size reports instead of your customers.
Check they’ve sold where you’re going. Most of the first 100 listings for this service on shopexperts come from English-speaking countries: US-based experts account for 44, the UK for 15, Canada for 6 and Australia for 5 (September 2026). Heading anywhere else? Ask for a brand they took there and what they changed for it.
Look for a test before a commitment. A sound plan starts with a cheap step that gives a clear answer: one market, a fixed period, and a number agreed in advance that decides whether you continue. Plans that open with a local warehouse, a new company or a second store are asking you to bet before you know.
Make sure the landed cost is modelled. Duties, import taxes, VAT or GST and payment fees decide whether a market makes money. A consultant won’t file registrations for you, but should build those costs into the price and flag which countries would need a tax registration before launch.
When to end the conversation. A target country named before anyone has opened your order data. Cultural advice that boils down to “translate everything”. A plan with no point at which you’d stop.
Market entry strategy: choose the country before the settings
Start with your own data. Look at where orders, traffic and email sign-ups already come from, then set shipping cost and delivery time against each country. A country that sends steady orders with no marketing behind it is usually a better first bet than a bigger market with no customers yet. Check returns too, because slow delivery and costly return shipping can wipe out a market’s margin.
Then price the landed cost. Decide who carries duties and import taxes: the customer at checkout, you inside the price, or the customer on delivery, and build that into the price. Check VAT or GST registration thresholds in each candidate country and the local payment methods shoppers there expect. Some markets only work at a higher local price, and it’s better to know that before launch.
Test before you commit. The lightest test is one market in Shopify Markets, which every plan includes, with local currency and prices set for that country and enough time to see repeat orders. A separate expansion store is a heavier bet and needs Shopify Plus; most brands should wait until the test has paid off.
Adapt what shoppers notice. Cultural adaptation is practical work:
- Sizing, units and measurements in the local format.
- Imagery and copy tone that match how that market shops.
- Local holidays and sale periods in the promotions calendar.
- Customer service hours and language that fit the time zone.
Keep the brand, the core range and the quality — change what makes the store feel foreign, not what made it sell.
What does an international expansion strategy cost?
Strategy and setup are quoted separately, and keeping them apart lets you judge the advice before paying for the build. The tiles split them, with directory data alongside:
Market entry strategy
$2,000 – $15,000
Which country, when, and on what terms
International setup on Shopify
$3,000 – $20,000+
Markets, pricing, duties, payments
Starting prices on shopexperts
$65 – $6,000
Median $2,250 among 16 claimed profiles
Comparing one or two candidate countries using data you already have is the cheaper end of strategy work. The price climbs with the number of countries compared, research inside the target market such as customer interviews, and a full cultural review of the storefront. The setup tile is the build that follows, usually done by different specialists.
That third tile reflects 16 claimed profiles out of 425 listings, as of September 2026. At the bottom of that range, expect an introductory call or a quick look at your data rather than a full market analysis.
Send the countries on your shortlist, the share of orders already coming from abroad, and whether you want a recommendation only or the setup as well.
What goes into a global expansion strategy
Most engagements run in roughly this order:
Market shortlist
Countries ranked on your orders, traffic and sign-ups
Landed-cost model
Duties, taxes, shipping and payment fees per country
Pricing and positioning
Local price points and how the brand should come across
Cultural adaptation review
Sizing, imagery, tone, holidays and service hours
Test-market plan
One market, a fixed period and an agreed go or no-go number

International ecommerce strategy: what merchants ask
Less etiquette, more storefront. A consultant reviews the store as a local shopper would: product names that read badly in translation, colours or gestures in imagery that land differently, humour that doesn’t travel, how formal customer emails should be, and what shoppers expect from delivery and returns. The output should be a prioritised list of changes per market, with the ones that affect buying separated from the nice-to-haves.
When the home market runs without firefighting. Orders ship on time, customer service keeps up, stock rarely runs out, and margin survives the cost of shipping abroad. A steady trickle of international orders arriving without any marketing is another good sign. If returns, stock-outs or slow replies are already a problem at home, a new country multiplies them rather than fixing them.
Long enough to see second orders, not just first ones. A launch spike shows curiosity; repeat purchases show demand. Agree the deciding measure before launch, such as the cost to win a customer or the repeat rate against your home market, and hold the test to it. Stopping early because the start looks slow, or extending because nobody wants to call it, both waste the money spent.
Usually not to start. The common first step is shipping cross-border from your existing warehouse and selling through a market set up in Shopify Markets. A local warehouse makes sense once volume justifies faster delivery and cheaper returns, and a local entity is mainly a tax and legal question for your accountant. A good consultant tells you when each becomes worth it, rather than building both into the first plan.
For the shortlist and the landed-cost model, yes: the method is the same for every country. The cultural review is different. Ask whether someone who lives in, or has sold into, each target market will review the store in its own language, because a consultant working from outside will miss what a local shopper notices at a glance.
Decide in advance what failure looks like and what it costs to walk away. Switching a market off in Shopify is quick; stock already shipped abroad, annual contracts with local partners and paid media commitments are not. Keep the exits cheap until the numbers say continue. A failed test that cost little and showed you where not to go is a reasonable result.
